In the page at
http://www.minisoft.com/pages/connectivity/javelinHP/pages/SecPage1.htm, when
you click on link en below Targeted Reference. The browser open a new window or
stay in the same tab (if you put at true the preference
'browser.block.target_new_window = true'). But can you put in preference a way
to open an new tab.

Reproducible: Always

Steps to Reproduce:
1.open URL http://www.minisoft.com/pages/connectivity/javelinHP/pages/SecPage1.htm
2.click on <a target="_blank" href="SecPageTest.htm">
3.new window is opened
