Steps to reproduce
- Open about:preferences#search from the Unified desktop search button dropdown
- Open a new window and select Search settings again from the Unified desktop search dropdown
Expected result
- about:preferences#search tab that was open in the first window (step 1) is brought into view
Actual result
- Current tab flashes, about:preferences#search is not put in foreground. If another tab from the first window is selected before opening the second window, the focus will be moved to about:preferences#search tab, while still in background.

Reproducible on a 2024-08-14 Nightly build on Windows 10.
Verified as fixed on Firefox Nightly 132.0a1 and Firefox 131.0b5 on Windows 10, Ubuntu 22, macOS 14.
