1913234 - Unified Search Button active state can be inconsistent depending on what was clicked

Click on the arrow in the Unified Search Button

• The arrow flips
• #urlbar-searchmode-switcher has the attribute open="true"

Now close the menu and click the Unified Search Button again except this time click on icon inside of the button

• The arrow doesn't flip
• #urlbar-searchmode-switcher does not have attribute open="true"

The arrow should always point up when the dropdown menu is in an open state.
