Question from user is shouldn't an extension be allowed to be installed from any source if the ID is explicitly specified?

They want to allow AMO and certain other extensions from off AMO, but specifying the install_source allows all addons from the other source.

So Chrome has the extension ID take prevalence over source which is what I think we should do.
