On construction it registers a pref listener and reacts to search engine changes even if the feature is disabled.
It also reacts to .onSearchModeChanged(); by trying to update the engine chiclet.

On the other side, if we fix this, then we must listen for the enabling pref and when it gets enabled we want to update the ui.
