Since bug 1906527, this pref does not do anything.
Sorry, when I landed Bug 1906527, I thought I had found one other callsite that checked this pref. If I had correctly noticed that there were no more callsites, I would have filed and patched this Bug myself. Thanks for noticing and taking care of it.
