191464 - Unable to download files despite sufficient free space

When downloading a large file through the download manager, Mozilla stores the
file in the temporary directory whilst downloading. However, whilst there may be
enough space on the target drive, there may not be enough on the drive that
holds the temporary directory thus the download fails.

Also, I am not sure if this is related but it seems that even if there is enough
space on the drive holding the temporary directory, the download will fail if
the file is more than half the size of the available space, almost as if the
file is being stored twice.

Reproducible: Always

Steps to Reproduce:
1.Have space x on the drive with the temp dir
2.Have an abundance of space on another drive
3.Attempt to download file greater than x (or apparently x/2) to alternative drive

Actual Results:  
Results:
Free space on c:\ = 1.2GB
Free space on d:\ = 6GB
File to download  = 900MB
Transfer fails at 600MB


Expected Results:  
Alternatives:
1. temp drive per disk (complex)
2. If not enough space on drive with temp dir when attempting download, ask for
different temp file location (possibly annoying)
3. Store downloaded files in download dir with temporary names then rename when
download complete (probably best)

No easy workaround so putting in as a Normal bug. Maybe should be major since it
inhibits downloads, a major reason for using browser.

Looks like a dup of bug #55690, which already has severity major.

Although this differs from the original bug #55690, it stems from the same
issues, would be fixed by the same fixes and much of the discussion for that bug
seems to touch on the issues I raised. Probably good to mark it as a dupe
(though what is the requiring twice the space about?)

What was the free space claimed when the download died? (apart from that problem
this is indeed bug 55690)
