http://pun.org/ uses a CSS-specified PNG image for bullets, which on 1.3alpha
only partially displays or loads. Refresh will commonly display correctly. On
Phoenix nightly builds the problem appears intermittently as well.
Reproducible: Always
Steps to Reproduce:
1. Fire up the browser.
2. Go to http://pun.org/
3. Note that the bullets are not squares, but are instead rectangles.
Actual Results:
I got ugly bullets instead of the image I specified.
Expected Results:
I should get the image I specified.
1.2.1 does the right thing. This is a REGRESSION

Well, I think I see what reporter whant to tell us, both on Linux and Windows
win 20030129 build. But realy, this rectangles are not wery distingush from
squares, so I even not sure, what I see.
Reporter, could you attach a screenshoot?
When I first browse to pun.org with 1.3, this is what it looks like. A refresh
quickly makes it look like correct.gif.

Well, it's easy to see that after bullet picture loaded, it's "shrink" into
height.

This one could be related with bug 187419 (List item marker images draw
incompletely on initial load or forced reload)
