It's currently so much easier with Thunderbird:
- Open Thunderbird
- Open Account Settings
- Open End-To-End Encryption
- In OpenPGP section, click Add Key and create one
- Back in the E2E settings, click OpenPGP Key Manager
- Click your key and then File->Export Public Key(s) To File
- Copypaste the result to Bugzilla settings
