Firefox version: Firefox 115.0

Preconditions:
VPN set to the US

Steps to reproduce:

  1. Navigate to: https://www.radissonhotels.com/en-us/
  2. Observe

Expected Behavior:
Page loads

Actual Behavior:
Secure connection failed error

Notes:

  • Reproduces regardless of the status of ETP
  • Does not reproduce in Firefox Nightly, Firefox Release, and Chrome
  • ESR specific
  • Without a VPN, Firefox Release and Nightly show a "Access denied" error but ESR still shows the SSL error
