The vendored one is quite outdated.

Assignee: nobody → krosylight

setuptools now depends on >=4.10 but our vendored package is preferred over its own vendored package. So this upgrades the existing one.

is it possible to then nominate this for uplift for 131 to prevent the failures by uplifting bug 1915540 and bug 1916125?

Those two shouldn't be relevant here, the regressor here was bug 1915242. But given that one went to 131, this should be uplifted, yes.
