1916613 - Grant Release Management the ability to kick off the action tasks "Merge Day Automation"

For the next several months, the Release Engineering is going to function at 2/3 of its capacity from a few weeks ago. The Release Management team proposed to take on Merge duty. The whole procedure is detailed there[1]. In order to accomplish one of the first steps, we need to grant the Release Management the ability to trigger action tasks called "Merge Day Automation"[2].
