Hi All, I spoke with
@jlockhart
over in #ask-experimenter and I learned I need to work with y’all to get the mobile team to add the following fields to the Nimbus targeting context, so they can add a custom targeting filter that excludes Amazon Android Devices and Chrome books.
[For Amazon Devices] it would be cilent_info.device_manufacturer
[For Chrome Books] it would be device_model

Adding Bug 1896215 as a see-also. These requests aren't tied together or anything, they're just very similar, and could probably be done at the same time as one another.

A follow-up from the fingerprinting team suggests that the code will now perform a no-op on the affected devices, meaning a new population is unnecessary.
This work is still valuable for future cases where these types of populations are not able to be treated separately in code.
