After deleting the everything items from `Clear Recent History`, the `Back`/`Forward` buttons will remain enable state even if there is no session history.

Steps to Reproduce:
- Navigate several websites in a same tab so that
Back
/Forward
buttons will enable state. - Ctrl+Shift+Del to open
Clear Recent History
dialog. And clear everything .
Actual results:
Clicking on the enabled one does nothing.
Expected Results:
The “back”/“forward” buttons should be disabled.

Workaround: switch between tabs.

This doesn't seem super awful as the right fix is likely "disable the buttons", so it's not like there is user functionality that is not possible now that would be possible once the bug is fixed. Presumably any refresh or page navigation or tab switch would update the back/fwd button state correctly.
