As part of the effort to move to a new smaller but more more powerful framework for animating the dynamic toolbar we should prototype this in the GeckoView Example app to allow everyone track, test and update progress while not depending or impacting in any way the much more complex functionality from Fenix.
The new behavior should be part of a new setting.
