"Close duplicate tabs" and Session Restore don't play nice

STR:
- open New Tab
- close and re-open browser (such as OS restart)
- open another two New Tabs
- close duplicates on the most recent
Expected:
- only one New Tab remains
Actual:
- the ones from previous session remain open and are not considered dupes

Is about:newtab the special part here, or are you able to reproduce this with any set of duplicate tabs at any URL?

Notably, it seems that if we open up several (more than 2) about:newtab's in a new window and use "Close Duplicate Tabs", 2 about:newtab's will remain. We cannot reproduce this same effect with tabs pointed at other URLs. The effect we're noticing doesn't require a restart, so is unlikely to involve Session Restore.

Ohh... The problem is me. I was confusing right-click-on-tab "Close Duplicate Tabs" with v-tabbar-menu "Close all Duplicate Tabs". Now that I know the difference, I see that it works as expected.
My misconception was that "Close Duplicate Tabs" meant "Close all duplicate tabs" instead of "Close duplicates of this tab".
