Steps to reproduce:
The new toolbar is separated by a line between the address bar and the commands, when it is set to disappear and the toolbar is set to the bottom. They seem to separate as we scroll and make the toolbar disappear.
Actual results:
The new toolbar is separated as we scroll and make it disappear and a line appears.
Expected results:
The new toolbar should be pasted between the address bar and its commands.

Sprint refinement notes:
- the line is the top divider for the original toolbar, which is necessary when the URL bar is set to top, but shouldn't be there when the URL bar is set to the bottom.
- According to Petru, Aarjav has certified that we should add a new background for the toolbar, but the nav bar should never have a divider.
