When changing themes, cannot use any button besides home and forward button on naviagation bar

Whenever I change to a different theme than what's included in Phoenix, the
functionality of all the buttons except the Forward Button and the Stop button
goes away, you can see the buttons, but you cannot use the buttons, no matter
what you do. Also if you change anything about the toolbar, the functionality
also goes away.

Reproducible: Always

Steps to Reproduce:
1. Try to configure toolbar with more buttons or change icon size
2. Try to click on buttons other than Forward or Stop
3. Buttons will not work

Exactly what is stated

Expected Results:  
Let me use the buttons on the toolbar
