When the page matches @media (forced-colors: active), the DevTools highlighters are also impacted (see screenshot, the pause overlay doesn't have a background and the icons are barely visible)
A first step would be to add forced-color-adjust: none to our highlighters CSS so they're not impacted.
Once DevTools support for HCM lands (Bug 1590215), we might want to have the highlighters adapt to HCM: they should look the same as the theme you chose for you toolbox. This would require additional work to propagate the selected theme to the server.
