We need to implement telemetry for spocs in both topsites and stories.

This is going to work a bit differently than before, as it's instead going to send telemetry to the unified API.

We also need to ensure we absolutely don't send this if the user does not want telemetry sent.

The location and info about these pings are attached to the ads themselves.

We still need to send traditional click/impression/block pings to the traditional pipeline, but we need to remove anything ad related top ensure we're not double counting something.
