1918543 - Implement onboarding callout template in Nimbus dashboard, not in tree

Following the designs in Figma[1], implement an onboarding callout template for profiles. The action called when the callout button is clicked will be defined in bug 1918536. See additional details/requirements in [2].

As part of this bug, we'll need to understand and document how the feature callout ID maps to some telemetry probe value.

Because this feature goes in the Nimbus dashboard, not in the Firefox source code, it can happen after 134 goes to Beta (although we don't want to block Nimbus QA from testing the callout, so not too much later).

Hey :emcminn, do we need to land this in tree if it will be managed remotely by Nimbus? Or would the template implementation need to happen in the Nimbus dashboard?

There's no on-train changes needed for the onboarding feature callout & onboarding spotlight as defined in the Figma, (aside from the Special Message Action which has already landed) so we can implement them entirely through Nimbus. They can potentially stay in Nimbus indefinitely as a rollout, or we could land them in an on-train message provider once the feature is at 100%.

Great, thank you! Sorry, forgot to ask earlier--in that case, is there already a Jira tracking bug to implement this in the Nimbus dashboard? I'm wondering if we need this bugzilla bug at all.

There is OMC-933 that's being tracked as an experiment, but I'm happy to keep this bugzilla bug open for visibility during our bugzilla triage :)
