Sync web-platform-tests PR 48165 into mozilla-central (this bug is closed when the sync is complete).

This test is extremely slow. It timeouts even with timeout-multiplier
set to 3, means it timeouts even when run for 3 minutes.

Set timeout to long to reflect this is a slow test. Other changes are
still needed to make this a good test.

This test does pass on Firefox though.
