Clicking "Go" on drop down box halfway down page (under "For further
information, contact: [e-mail] "email addy)launches first
Composer window, then Add New Account Setup Wizard. Page works OK in IE.

Reproducible: Always

Steps to Reproduce:
1. Go to http://www.tdi.state.tx.us/company/wind/prod/index.html

2. Halfway down page, find drop-down box that says "Select a Windstorm Topic".
Select one from list.

3.  Click "Go".

Actual Results:  
Composer window launched, followed quickly by the Add New Account
E-mail/Newsgroup setup wizard.

Expected Results:  
Should have navigated to a new page.  Choosing "Documents", for example, should
take user to: http://www.tdi.state.tx.us/company/wind/prod/index.html . 

Behind a corporate WAtchguard firewall, but can see fine in IE.
