We received new specs from UX because the new implementation of Persisted Search, the inner text box, was too jarring.
Instead, Persisted Search should return to a more subtle approach in conjunction with only having the feature work with app provided engines.
However, we shouldn't throw out all the ideas from the new implementation. Adding a revert button and a page action button is still required as it allows user to retrieve information that can only be visible from a valid pageproxystate. The page action button only reverts the urlbar but in the future show a list of page actions.
I propose having Persist Search Terms go back to only being visible in an invalid pageproxystate, which would allow the urlbar to show a magnifying glass on the left hand side if Scotch Bonnet is disabled, and the Unified Button otherwise.

This is verified fixed with Firefox 137.0a1 (20250224170755) and Firefox 136.0b9 (20250221091531) on Windows 10, Ubuntu 22 and macOS 14.
