In the recent past (bug 1919789) changes broke the ability to prefill enter bug fields using constructed URLs so we need an automated test to make sure these functions continue to work properly with new changes. There are numerous external pages, dashboards, etc. that have these types of links to create bugs. Also related to this test we should test that bookmarkable templates also continue to work properly.
