192018 - Enhance description with vote indications

Suggestions:
* Add two columns, 
1)  one that provides the max-number of votes per user and 
2)  a second that mentions how many votes are necessary for automatic promotion
from UNCO to NEW.

3) Furthermore, it would be great to be able to click on those numbers and see a
reasoning why they are set to the default number (with certainly has its own
justification) or why the component owner deviates.
