In an effort to consolidate onto a supported windows operating system for windows builder images, this request is to migrate ESR tasks from using gecko-1/b-win2012-azure to gecko-1/b-win2022-azure.

As a small tweak to comment 0: the newer pools' names are gecko-{level}/b-win2022 (no -azure).

Uplift request is up in the bugs marked as dependencies, we should be able to land/close this next week once 115.16.0esr ships.

We probably shouldn't remove the win2012 worker pools until after 115.17esr ships in 4 weeks in case we need to ship a 115.16.x chemspill before then.
