I'd recommend to use the Toolbar pattern for the toolbar container.
If this could also include changing the keyboard navigation pattern to follow the toolbar pattern as well - to use arrow keys instead of tab - this would make the keyboard use of the PDF Viewer in general and its toolbar in particular much more efficient, because to get to the actual PDF a keyboard-only user won't need to press tab 30+ times as well.
