1921081 - Vertical pinned tabs should take as much space as possible in N rows when expanded

When pinned tabs take multiple rows in the expanded state they should be efficiently packed into those rows. With our max of 5 per row, they should take up as much space as possible. So for 6 tabs it should be 2 rows of 3, 8 is 2 rows of 4, etc.
