I use a dvorak layout for my main input (us(dvorak-intl)). In this layout, the key that is B in QWERTY is remapped to X. Similary, the key that is V in QWERTY is K.
However, when I hit what in my mapping should be Ctrl+V, to paste something, it behaves as Ctrl+B (the usual QWERTY layout), and tries to bold instead.
The same happens for other keys, but not all

It looks like the RTE UI captures the keys one layer too low (keycodes rather than mapped symbols).
