Essentially we're now using startup cache way too often, which is impacting pacing, which can impact revenue and impressions.
Bug 1906989 started passing startupCache
value in the place of isStartup
, which should have been passing both with an &&
.
Making too many requests hold cache for much much longer.

[Tracking Requested - why for this release]: This was regressed in 130, and is impacting pacing for sponsored content. May also have a revenue impact.
