Steps to reproduce:
The 3-dot menu in the tab tray has no white outline on a dark touch theme.
Actual results:
Pressing the tab tray menu the circle outline is not white tinted when it is dark theme.
Expected results:
The outline of the circle when pressing the menu with 3 points, must be on white

The touch ripple on dark theme (and its inconsistency) is a known issue on UX's radar. We should be updating this behavior globally once a decision is reached.
