Steps to reproduce:

1. Navigate to about:config
2. Ensure the value of browser.toolbars.bookmarks.visibility is newtab
3. Navigate to attachment 9215907 [details]
4. Open a new tab
5. Switch back and forth between the new tab and the tab with attachment 9215907 [details] loaded

Actual results:
The tab with attachment 9215907 [details] loaded will log that it has been resized.

Expected results:
The tab with attachment 9215907 [details] loaded will not log that it has been resized.

Yes, it's expected. But now only the active tabs get resized (rather than all tabs).
