The Bugbug bot thinks this bug should belong to the 'Fenix::WebExtensions' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Hello,
I could not reproduce the issue on the latest Nightly (133.0a1-20240930215150), Beta (132.0b1-20240930151201) or Release (131.0-20240923135042) on an Oppo Reno 6 5G running Android 13. The "Install extension from file" is displayed on my device.
Initially I thought that a custom extension collection is enabled on your end and maybe that is why the “Install extension from file” option is not displayed. But after setting a custom collection on my end, I saw that it’s not the case, as even with a custom collection enabled, the “Install extension from file” option is available on my end.
Would it be an issue to try and reinstall the browser and check again whether the option appears after a reinstall?

I have re-installed the latest 133.0a1 (Build #2016047559) GV: 133.0a1-20240930215150 on a Samsung Note 8 on One UI Android 8 Nougat.
Issue still presents.

I am afraid this feature isn't available to devices running an Android version < 10.
