Add an option in "about:config" to adjust initial tab hover preview delay

Steps to reproduce:
Opened some tabs and hovered the mouse over one of the inactive tabs.
Actual results:
The tab preview appeared.
Expected results:
There should be a setting in the "about:config" section where the initial delay of the tab hover preview can be adjusted, preferably in milliseconds (ms). Because some users might like to have the tab preview pop up quickly, some other users might like to have a longer delay before the tab preview pops up.
Note: I am only talking about the initial tab preview delay here which should get that adjustment setting.
When hovering from one inactive tab to the next inactive tab, the pop up preview is instant without any delay. This is a good thing, please don't change that.
Can the initial delay already be adjusted by adding some code to the "userChrome.css" or "userContent.css"?
