1922117 - Toolbar layout breaks after opening new windows

Steps to reproduce:

Open new windows in 132.0b1 (Developer Edition), once a window window with broken toolbar appears, all consequently opened windows will also be broken.

I cannot reliably reproduce the issue, it seems to happen "randomly", sometimes restarting the browser fixes the toolbar, "restore defaults" in "customize toolbar" seemingly fixes the layout, however the new tab icon will be missing.

I'm on arch Linux, Gnome, wayland.

Actual results:

The toolbar icons are reorganized, "new tab" icon is missing. (screenshot attached)

Expected results:

I expect the toolbar to remain the same in all windows.
