I am seeing a dark appearance scrollbar (and track) after recent updates.

Steps to reproduce:
- Enable vertical tabs
- Open a lot of tabs such that the tab strip is scrollable
What happens:
The scroll bar and strip are dark.
Expected result:
Scroll bar and strip are light (or strip is not visible, like it is in horizontal tab mode).
