1922449 - New tab button placement resets every startup

Steps to reproduce:

1. Open Firefox Developer Edition
2. Open the Customize Toolbar menu
3. Move the new tab button from the top left corner to the top right corner (so that it will appear immediately to the right of the last open tab)
4. Restart Firefox Developer Edition

Actual results:

The new tab button's location was reset to the top left corner.

Expected results:

The new tab button should have stayed in the location that it was changed to. I can't reproduce in a new profile, about:support information from the offending profile is attached.

I have the same issue, I upgraded to 132b2 and my new tab button on the RHS of the tabs had disappeared. I readded it, but restarting firefox and it moves to the left of the tabs. Infuriating.
