Steps to reproduce:
Updated to Firefox developer edition 132.0b2 (macOS). this bug is on Windows 11 as well.
Actual results:
The "Bookmarks Toolbar" is not visible, even after "Always Shows"/"Only Show on New Tab" is ticked. some space is occupied for this but the toolbar itself is not visible.
Expected results:
The "Bookmarks Toolbar" should be visible.
