If a provider has not been selected and the user selects a prompts from the text select shortcut display in-context onboarding in the chatbot panel.
In 132 we will not display the shortcuts unless chatbot provider is configured -- Add this flow post 132 to increase discoverbility.

this will also want different onboarding flow as user has already discovered text selection. contents of the shortcuts might want to be different, e.g., custom prompt currently shows "ask <chatbot>" placeholder, as well as some way to continue the original selected text and prompt when completing?
