Steps to reproduce:
I wanted to uncheck “Show popular search suggestions”.
Actual results:
The function was grayed out and therefore uncheckable.
Expected results:

Only possible via about:config
browser.urlbar.suggest.trending true>false
which will effectively uncheck the function.
Any idea what's going on here, daleharvey?

We only support trending suggestions on a few particular engines, on engines that are not supported this checkbox will be greyed out. Just checking that you have a default engine other than Google / Bing right?
Either way we may want to revisit this with UX because it is a bit confusing behaviour
