Horizontal scroll bar does not reappear correctly when using text zoom.


Reproducible: Always

Steps to Reproduce:
View a page with a line too long to fit the screen so that Mozilla puts up a
horizontal scroll bar:

<pre>
this is a very long line of text, much to long to display on one line.
</pre>

Now hit ctrl minus a few times to reduce the text zoom until the entire page
fits on the screen and the horizontal scroll bar disappears. Hit ctrl plus a few
times to increase the text zoom. The horizontal scroll bar should reappear but a
grey bar without a scroll appears in its place.
Actual Results:  
A grey bar appears at the bottom of the screen where the horizontal scroll bar
should be.

Expected Results:  
A horizontal scroll bar should appear instead.
