1923700 - Submit on-demand crash ping ids to remote settings

Either add heuristics to select crash ping ids to submit to remote settings (maybe only for top crashers) or add a button to manually select/send them. We can improve this behavior in the future; this is a first implementation to test the overall loop.

https://github.com/mozilla/remote-settings-ondemand-crashes contains the RemoteSettings docker image and script (for automatically updating RemoteSettings from the dashboard).

Crash ping ids are now automatically generated daily and submitted to RemoteSettings.
