Per :willdurand's excellent points https://phabricator.services.mozilla.com/D223833?id=926209#inline-1248930 and https://phabricator.services.mozilla.com/D223833?id=926209#inline-1248941, we could phrase the "deprecation" differently to better befit what's actually happened to the browser.telemetry.* event APIs we no-op'd in bug 1920562 and bug 1894533
