Using Nightly on X11 and GNOME, specifically GNOME Flashback and Metacity.
When I pop out a video into picture-in-picture mode, the rectangle no longer has resize handles when I hover over its edges.
I can still resize the window using the window manager's shortcut of alt + middle mouse click.
mozregression points to bug 1919115 as the culprit.

Given we also start with sizemode=normal and tiled=false, this is the
consistent thing to do. For some reason on metacity we don't ever get a
state change (not even focus or anything). Oh well.
