Windows 11 and Microsoft Edge has acrylic effect on context menu.

This is doable, with some effort... We'd need to apply the backdrop to popups as well, and then change our context menu hover effects and such too...

The tricky thing is making the NCACTIVATE stuff reliable, but something
along these lines works if someone wants to hack on it.
