We are failling: (!EQ("\"%C3%A5\"", "\"%26%23229%3B\"")).

URL Interop failures

A test is available, and can be tested locally by running ./mach test testing/web-platform/tests/html/infrastructure/urls/resolving-urls/query-encoding/windows-1251.html after removing

  [<?xml-stylesheet?> (CSS)]
    expected: FAIL

from windows-1251.html.ini.

We would also like to handle windows-1252.html?include=xml here as well (can be tested via the exact same way).

We should verify this is the correct component.

All of the browsers behave in the same way. Moving to Core::XML to decide whether this is something we want to fix.
