I can't customize and restore the toolbar.  Everytime I make a modification of
toolbars and then press 'done' button.  The buttons in the toolbars don't work
at all...I restart the browser , the buttons in the toolbar disappear and only
the forward, stop and location  buttons remain.

(It works in Phoenix 0.4, but seems not works now.  Probably I've installed the
Service Pack 1 ...hahaha)

Reproducible: Always

Steps to Reproduce:
1.Right click on the toolbar 
2.Drag and drop the buttons in the toolbar
3.Press the 'done' button

Actual Results:  
Only 3 buttons - forward , stop and location bar remain there and I can't
restore the default toolbar
