User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.15; rv:132.0) Gecko/20100101 Firefox/132.0
Steps to reproduce:
Right-click tab bar and select 'customise'. With customise settings window open, drag 'new tab' icon (+) from default position (left of open tabs) to the right of open tabs. Close customise settings window.
Actual results:
New tab button (+) remains in position to right of open tabs until window is closed; open a new window and the 'new tab' button is now positioned to the left of the open tabs.
Expected results:
New tab button should still be located to right of open tabs (ie user customisation should be sticky).

The Bugbug bot thinks this bug should belong to the 'Firefox::Tabbed Browser' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

This isn't actually the default, and the bug you describe doesn't reproduce for me. You appear to be on beta, where we had a serious issue that corrupted internal state of browser customization (bug 1919721). Although we fixed the issue that will not have resolved the corrupted state of affected profiles. It seems likely your profile was affected by this.
If you use "restore defaults" in customize mode, the button should be on the right and then stay on the right.
Could you confirm this is the case?
I have the exact same issue in FireFox Developer Edition for about two versions, currently on v132.0b9.
But I can confirm that "restore defaults" does work.
I had to create a Bugzilla account to find this solution, but was worth it ;-)
Thanks!
