We use urllib.request instead of requests in moz-phab, but dev/release_announcement.py uses requests, which makes running the script require changing to a different virtualenv locally. We only use it to make one API call, so we should just switch the script to use urllib.request instead.

We use urllib.request to send HTTP requests elsewhere in moz-phab, so
this commit changes the release announcements script to do the same.
